Job Title: Operations and Facility Change Lead
Reports to: Site and Operations Director – Microbiology Division
Position Location: Basingstoke (Wade Road, Basingstoke, Hants, RG24 8PW, United Kingdom)

Position Summary:

The position will lead a multi-year investment programme at our Basingstoke site across a number of work streams, whilst ensuring business continuity in conjunction with operational stakeholders. The investment scope centres on the upgrade and replacement of critical manufacturing equipment and the reorganisation of the site facility layout and certain key operations. A high profile change management position, the successful candidate will need to demonstrate a strong track record of delivering change and effective project management in an operational environment.

  • Supports the Project Sponsor and Site Leader in defining the project scope, benefits, and objectives
  • Define and agree the non-engineering project responsibilities and work streams with the Project Sponsor and key stakeholders and facilitate the on boarding/alignment of these resources (including but not limited to corporate resources, operational leads (manufacturing and engineering), warehousing, onsite/offsite facilities, communications and change, sourcing, finance, quality, validation)
  • Ensure that the programme plan is prepared, kept current and closely monitored
  • Manages the day to day deliverables completion of the engineering aspects of the project, using agreed resources, by an agreed date to agreed safety standards and an agreed quality within an agreed budgets
  • Co-ordination, scheduling and reporting of activities related to stakeholder management, benefits management, business change management and project communications as agreed with the Project Sponsor (Corporate, Division & Group stakeholders)
  • Overall financial responsibility for managing the project within approved budgets and spend levels
  • Monitors, controls and reports on project progress on a regular basis and when exceptional circumstances arise
  • Provides regular, timely, accurate, progress reports, cash flow and cost of completion forecasts to the Project Sponsor and the project steering committee and site and other key stakeholders
  • Has responsibility for the institution and upkeep of the Project Files, meetings records and correspondence, and maintaining the Project Controls information
  • Leads activities relating to stakeholder management contracts management and project communications
  • Manages the approvals of all purchases and procurement and payments on the project. Ensure that the levels of fiscal authority and controls are understood and complied with by project team members and that timely support is provided when commercial audits are conducted.
  • In consultation with the Sourcing team, has the responsibility for the definition of the contract strategy, and the selection of contractors and suppliers
  • Responsible for the control and co-ordination of all contractors and suppliers
  • Chairs summary project meetings and phase gate meetings and ensures all other necessary specialist meetings are held as required
  • Direct responsibility for completion of all work streams and phases related to the programme, including Operational handovers
Minimum Qualifications:
  • Proven experience of leadership delivery of multi-million dollar facility and equipment upgrade projects in multi-purpose facilities (manufacturing, laboratory, warehousing & office environments)
  • Previous experience in senior Operational and Project Leadership positions
  • Engineering Degree
  • Formal Project Management qualification
  • Ability to motivate and develop the skills of a cross functional, matrix project team
  • Exceptional communication skills, gravitas and ability to influence senior decision makers and able to manage senior stakeholders to obtain support and backing to deliver significant change programmes
  • Understanding, practice and qualification of the recognised techniques and methodologies associated with process and change e.g. Kaizen, Six Sigma and Lean
  • Strong commercial and financial acumen
  • Significant experience in project leadership roles in highly regulated environments
Preferred Qualifications:
  • Chartered/ Incorporated Engineer professional status
  • Formal Project or Business Management qualification
  • Experience of project leadership roles in the life sciences, medical devices or pharmaceutical industry
