Job Title: General Manager – Government Affairs

The position of General Manager - Government Affairs at Thermo Fisher aims at creating a unique and differentiated positioning, with the Indian Central/State Government & Government-run bodies, for Thermo Fisher India. It would focus on enabling Thermo Fisher to play the role of a trusted advisor and strategic enabler to the Government’s initiatives while furthering the organizational business interests. The following would be the key focus areas and deliverables for the role.

Key Deliverables:
  • Thermo Fisher Positioning: Identify Thermo Fisher’s highest priority government focus areas and build a strong network of relevant and useful contacts. An ideal candidate will have existing contacts and experience that he or she can draw on. The role will
    • Enable strong relations with government and semi-government organizations, academia, industry experts, research institutions & the likes.
    • Establish channels for Thermo Fisher leadership to communicate our strategy and partnership programs to senior decision makers. This person will work with the India and global leadership teams to positively impact India government policy decisions.
    • Provide insight and commentary on Indian governments’ policy and executive decisions that influence Thermo Fisher. The role monitors government legislative & policy changes, industry priorities, technology movement and investment priorities.
    • Play an active role in thought leadership initiatives to build a positive and favorable image for Thermo Fisher with the above stated organizations. He/she would identify and create platforms for Thermo Fisher to participate in forums and debates that directly (and indirectly) affect Thermo Fisher business and standing in the Indian economy.
    • Guide and promote appropriate external initiatives in fields of science, education, research, relevant government anchored industrial bodies and other priority segments.
    • Equip the Leadership team to assess and discuss policies with customer boardrooms & other relevant situations.
The focus segments include (but not limited to) Agricultural Sciences, Biological and Medical Sciences, Chemical Sciences, Physical Sciences and Mathematics, Earth Sciences, Engineering Sciences, Materials, Minerals and Metallurgy, Multi-disciplinary and other such Thermo Fisher business related areas. Some examples of these organizations include (but not limited) to IITs, Central and state universities, FSSAI, NIBMG, CPCB and the likes.
  • Strategy enabler: Render active support in developing and executing strategy to further Thermo Fisher’s objectives focused around government affairs priorities. The incumbent would work with India Leadership Team and global government relations team to develop Thermo Fisher’s India government affairs vision & strategy, programs and resource plan to meet growth strategies and segments priorities. This would be more particularly in areas related to policy on food safety, precision medicine and genetic testing, environmental quality, regulatory, intellectual property and trade in India.
  • Strategic Sales Support: The role would act in advisory capacity to the India Leadership teams on commercial opportunities and longer term business strategies. It would assist in identifying business opportunities with government and ensuring Thermo Fisher is well positioned to best leverage potential partnerships with national and sub-national government agencies in the delivery of life science tools and services. Some key focus areas include (but not limited to) are food safety, non-invasive prenatal testing and environmental quality, precision medicine & genetic testing. The role would actively participate in trade/commercial-related bodies and various programs between India and U.S. such as US-India Business Council (or similar) to establish critical contacts with peer companies to promote and expand Thermo Fisher business opportunities.
  • Compliance: The role would work closely with India and global legal teams & global government relations organization to play a key role in assuring Thermo Fisher’s compliance with all laws (including likes of U.S. Foreign Corrupt Practices Act) and regulations in dealing with Government and larger political space. These activities will require close co-ordination and collaboration within Thermo Fisher in India and globally. The candidate will be expected to display leadership in all aspects associated with the function and to provide strategic guidance to the Indian Leadership Team.
Qualifications:
  • Bachelors or above education; education in science or engineering preferred.
  • Minimum 10-15 years’ relevant experience in Government Affairs, with extensive government relations and contacts to carry over.
  • Working experience in a relevant Indian government agency or Indian/Bilateral institution preferred.
  • Related experience on food safety, precision medicine (for example genetic sequencing, pre-natal testing, diagnostics and biomarkers) and/or environmental controls preferred.

  • Ability to work in a globally-distributed, large multi-national organization
  • Confidence and ability to work with senior business and government leaders; business acumen; Able to work with sales and marketing teams to assess business opportunities and gaps.
  • Good analytical skills and strategic mentality, able to understand company strengths and long-term goals, vision & priorities; strategic thinking to highlight key opportunities and challenges and to propose solutions for business growth.
  • Crisis management and response skills are imperative for this position.
  • Self-directed and self-motivated, ability to work under pressure with a positive attitude.
  • Fluent verbal and written English
